Can I get a dedicated IP to avoid server blacklisting?

We utilize outgoing spam filtering to ensure that our primary IP does not get blacklisted, however in the event that our IP does get blacklisted we can change the mail server IP however having a dedicated IP does not help with emails being blacklisted. Email always uses the shared ip, even if you buy a dedicated IP. The only way to get a dedicated IP for emails is to buy a Dedicated server, Hybrid or VPS.
