Feature lists are stored in plain text files in /var/cpanel/features 1st delete them, so you should be able to simply use touch to create new empty files:

# cd /var/cpanel/features # touch disabled # touch default
Then, use the Edit function in Home » Packages » Feature Manager, and save each of them, so that valid data will be written to the files you just created.
